Ruud tells Tampa Tribune he is frustrated by his RFA tender, but will still participate in OTAs this season.

Ruud, who missed all OTAs last season in an attempt to garner a contract extension, has announced that he will participate in every one this year. Probably a good idea because the general consensus amongst fans is that Ruud needs to step his game up, despite the fact that he finished tied for 2nd (alongside Patrick Wilis) in total tackles throughout the NFL.

Ruud went on to say that he did not regret holding out last year, and he is hoping for Tampa to land one of the two premier defensive tackles with the #3 overall pick.

• Washington Redskins executive Bruce Allen had some interesting comments about how franchise owner Dan Snyder was on board with the team’s strategy to sit out the high end of free agency. The Redskins made an offer to defensive end Julius Peppers(notes) but bowed out after Chicago outbid the field, a very un-Snyder-like move for Washington. Allen was part of the reason for the conservative approach. While there’s certainly nothing wrong with that approach, Allen is also the guy who in 2007, while serving as the Tampa Bay Buccaneers general manager, discouraged the Bucs from trading up from No. 4 overall to No. 2 for a shot at wide receiver Calvin Johnson(notes). Allen talked his way out of the trade even though head coach Jon Gruden badly wanted Johnson. Instead, the Bucs picked defensive end Gaines Adams(notes). God rest Adams’ soul, but that wasn’t the wisest move by Allen.

The Bucs have deferred Michael Clayton's $1 million March roster bonus to a later, undisclosed date.
The bonus movement indicates that Tampa Bay is considering parting with Clayton after handing him perhaps the worst contract in franchise history last offseason. The 27-year-old topped 29 yards just once in 2009 -- in Week 1.

I can't confirm this from a second source, but it appears Antonio Bryant has signed with the Bengals. Playing opposite of Ocho Cinco, this could be a tough offense to stop.

Apparently the contract is worth $28MM over 4 years with another $1MM via incentives. The obvious math is approximately $7MM a year.
